ICT Cabinet Secretary Joe Mucheru has formed a taskforce to develop a Policy and Regulatory Framework for Privacy and Data Protection in Kenya.
Dubbed Taskforce on the Development of the Policy and Regulatory Framework for Privacy and Data Protection in Kenya, it will be chaired by Communications Authority’s Mercy Wanjau. At CA, she is the Assistant Director, Regulatory and Governance.
Other members of the taskforce are Irene Kabua, Thuranira Gatuyu, Eng. Daniel Obam, Christopher Maina, Sylvia Chelegoi, Dr. Humphrey Njogu, Evans Kahuthu, John Walubengo, Henry Maina, Stellar Wawira and Marion Muriithi. The Secretariat members are Millicent Kivuva, Stanley Otachi and Charles Lomonyang.
According to the gazette notice, the terms and reference of the taskforce are to undertake a comprehensive audit of the existing legislation, regulation, policies, administrative procedures, sessional papers, Government guidelines and circulars relating to privacy and data protection frameworks in Kenya. They are to identify any gaps or inconsistencies in the existing frameworks and proposes specific review requirements. The taskforce is also supposed to propose any new policy, legal and institutional framework that may be required to implement the policy and regulatory framework for privacy and protection.
It is also supposed to “draft policy and legislative proposals and present such recommendations for stakeholder consultation through a transparent process with the object of developing the draft policy and legislation for privacy and data protection,”, the notice reads.
The taskforce has three months from 15th March 2018 to complete its work but may when necessary extend the period.
